All federal employees, staff, and contractors at DOE and NNSA HQ, Field, and Site Offices around the country have a responsibility to ensure effective restricted party screening (RPS) is performed. Standardized screening processes help to ensure "bad actors" are denied access to DOE's strategic goods, technologies, and services, which are important to U.S. national and economic security. All DOE/NNSA programmatic areas are required to comply with federal regulations that mandate restricted party screening.
Coordinating restricted party screening across various programs, departments, divisions, and geography is challenging. That challenge is further complicated by the multiple ways DOE/NNSA interacts with foreign and domestic parties. To maximize compliance efforts, property organizations need to screen customers, suppliers, business partners, contractors, visitors, and any other person or entity associated with a business transaction. Proper implementation of an effective RPS program helps prevent unintentional violations and is viewed as a powerful mitigating factor in helping lessen adverse administrative and/or criminal penalties from federal enforcement agencies.
DOE federal employees can register for commercial screening service from the ECAP webpage. There is no charge. Sites and contractors likely already have access to screening software; contact your local export compliance office for information.
